Vacancy Announcement: Program Manager - Climate & Energy Policy

FES is searching for a Program Manager for the Climate and Energy Project in the Middle East and North Africa (MENA) with a focus on Energy. The full-time position is based in Amman, Jordan. Candidates should be available from End of March 2024 or as agreed.

Who we are:

The Friedrich-Ebert-Stiftung (FES) is a non-profit organization committed to the values of social democracy and is the oldest of Germany’s political foundations. In Jordan, FES opened its office in 1986 with the aim to promote democracy and political participation, to support progress towards social justice and gender equality as well as to contribute to ecological sustainability and peace and security in the region.

The Climate and Energy Project MENA is hosted by FES Amman and runs its activities across the MENA region with governments and civil society organizations. The current strategy focuses on a just energy transition, climate justice as well as social and sustainable cities in the MENA region.

The Program Manager will work within a regional team under the direct supervision of the Director of the Climate and Energy Project MENA.

Main Tasks and Responsibilities (Terms of Reference):

  • Plans, organizes, monitors, and evaluates activities with FES partners and own FES activities in Jordan and the MENA region related to energy policy and climate change.
  • Serves as a resource person for FES partners and works closely with them.
  • Serves as a focal point in communication with government institutions (Ministry of Energy and Environment / GAM and other Jordanian or regional governmental agencies).
  • Serves as an expert for FES climate and energy projects and speaks confidently on climate and energy topics in front of media, in conferences and workshops.
  • Plans, coordinates, and accompanies delegations to regional and international (climate) conferences such as the annual UNFCCC Conference of the Parties (COP)
  • Contributes to the project’s network by proactively engaging with government agencies, civil society organizations, international organizations, and other donors as well as think tanks.
  • Travels to and participates in activities in the entire MENA region and sometimes globally and conducts workshops, roundtables, and meetings there.
  • Plans and accompanies activities in other countries remotely.
  • Follows up on updates and developments in Jordan and the MENA region related to climate change policy, technological progress, and innovations related to energy and transport.
  • Surveys media coverage of current events related to climate change, energy policy, and sustainable transport in Jordan and the MENA region.
  • Identifies new cooperation potentials, third-party funding potential, and new work directions.
  • Represents FES in internal and external events/activities.
  • Supervises and supports the annual proposal cycle.

What we expect:

  • You are in possession of a valid Jordanian residence permit and work permit.
  • Advanced degree in energy studies/engineering or environmental studies. Alternatively, economics, political science, and international relations with a strong energy focus
  • 3 to 6 years of experience in project management in climate-change / energy / transport-related issues
  • Prior work experience in development cooperation / international organizations  
  • A strong demonstrated interest in political developments, particularly energy policy and climate change, nationally, regionally, and internationally
  • Strong communicative, interpersonal, intercultural, and organizational skills
  • Networking skills
  • Excellent writing skills in Arabic and English
  • Ability to work under strong pressure at certain times
  • Willingness to regularly travel regionally and internationally
  • Dedication to the values of social democracy, human rights, and ecological justice
  • Written and spoken proficiency in Arabic (native speaker)
  • Written and spoken proficiency in English
  • Work permit in Jordan
  • French or German is an asset
  • IT affinity and expertise are an asset
  • Affinity with social media is an asset
